How does the brain do regularization?

I know next to nothing about neuroscience, but I can imagine that the brain needs to perform regularization on it's processes similar to the regularization penalties used in machine learning. Is there any know mechanism for this? Could it be that alcohol and psychotropics would somehow impede the regularization (lower the penalty incurred by thought processes that have high variance depending on the input)?
