[Question] K-fold cross validation with SVM

I am looking at this link and I am wondering if someone could explain to me what the point of testing with the same C and sigma values is every k iteration? Are you just making sure that the training data were all consistent between one another?

What is the proper way of using k-fold cross validation when trying to find optimal C and sigma values?
